Yes, but if a buyer is in a no-tax state, he should not be reimbursing the seller's tax. His alternative is to buy a new car in his state without paying tax. Another way to look at it is that a no-tax-state buyer has marginally higher living costs (higher property taxes, or higher real estate value, etc.). We're all paying tax in one form or another. Anyway, I've geeked out over here, sorry.
