Most vintage clubs do. I once had to tell "the flying dentist" Jim Roberts (4-time SCCA National champ) to pack up and go home (he had just unloaded). No fun, but the group I was working for (VDCA) was strict and kept tabs on the fact that Roberts had been on the receiving end of the SAME BoD decision as Tom Sloe...

Still not quite permanent, nor free from appeal.
Of course, I just hope that means they're waiting for him to beg the appeal, so they can give him the boot forever, for real.

I was at the run offs cheering on a friend. He told the story of what Sloe did and we saw the damaged car. I was shocked that Sloe wasn't told to immediately leave the track and never return.
I was also surprised at some other things. My friend was passed under a full courses yellow. There was a guy that "jumped" the start to several places ahead of his position, and then proceeded to hold up the field for several laps as people eventually passed him. He ended up finishing behind my friend (who opted not to complain) but I was really surprised at the lack of "law and order".
I need to get out more. I had no idea racing was like this (with cheating and insanity).For some reason I figured people would abide by rules (probably because that's what I would do)
I guess any time there is a competitive sport (some) people will figure out a way around the rules, or blatantly ignore the rules.

I used to race NASCAR Late Model Stock cars on short paved ovals in the southeast (VA, NC, SC).
This was standard behavior. Only time there was a suspension was for payback AFTER the checkered flag. And that was for 2 weeks only!
The law of the land was hit someone and expect to get hit back.
Not much different than seen weekly on the NASCAR Sprint Cup series on TV.

Sorry - but to stop in middle of track and wait- putting others at risk, and then intentionally ram another car should not be acceptable under any circumstance.
It's one thing to bump each other as you attempt to pass or block. I can see where that's part of racing. It's entirely different to stop on a hot track and wait to pounce on someone.
