PCA club race blocking?

No blocking. If that was blocking, then I did that too.
This is one of my pet peeves with PCA racing. None of the on-track rules are documented. Since nothing is written down, "Blocking" can mean anything.

In in the new driver session before my first PCA race at Road America, we were told that blocking is "any move that causes the driver behind you to have to back out of the throttle" That seems tough to know, or judge, but was (is?) the standard.
"One move" was specifically not the correct answer to the "what is blocking?" question.

I can't find anything in PCA's GCR's that addresses or defines "blocking".
NASA has a paragraph:25.4.4 Blocking:
A driver may choose to protect his or her line so long as it is not considered blocking.
Blocking is defined as two (2) consecutive line changes to “protect his/her line,” and in
doing so, impedes the vehicle that is trying to pass with each of the two (2) consecutive
movements. Drivers are encouraged to check with the Race Director for a full
explanation before the start of the race."
And POC defines blocking as:
"9.2.1 In racing, one line change is allowed when appropriate to defend position. Multiple line changes, weaving, reactionary moves, and other forms of deliberate blocking are not allowed and shall result in a Black Flag penalty".

I've seen some really bad blocking in PCA that's never been flagged (even by out of class cars). It just happens. I've found after racing in the same region for a while you know who's going to do it and who's not. Sometimes it's just funny.

Could someone explain what is considered blocking in PCA Club Racing? This past weekend the 12 car in front of me was black flagged for blocking, I just don't see it.
