The amount of disruption it would cause by closing Blvd East and River road in preparation for the race is mind boggling. Though I find something poetic that it might take place on the streets where Palisades Amusement park used to be, many years ago.
The only place that makes some sense from a logistical pt of view would be Flushing Meadow park, and possibly Liberty State, my two cents.
