Never had it in the car and have never been asked in PCA or NASA. Doesn't the tech sticker at the beginning of the event suffice?

That is a very good idea, essentially what I tried to hack with the ziplock bags... thanks for the tip.
I have been asked for it several times, usually it is in the car but might take a year or so after getting a new race car for that to happen. I got a school pencil holder for notebooks at CVS that's just the right size and zip tied it with the 3 ring binder holes to my roll cage.

They reminded people of that rule at Mosport this weekend. I was called into tech coming off the track, and that was their first question. I have a glove box, so it's easy to store in there (along with a little note pad where I write down all maintenance done to the car.)

The Club Racing Rules state (and I bolded the relevant section)
13. The National Scrutineer may conduct technical inspection of any car at any time during a PCA Club Race event. The vehicle log book must be kept in the car at all times to facilitate inspection. If a car is found to have flagrant technical variations, the National Scrutineer will:
A. Note the variation in the Log Book.
B. Recommend to the National Steward that a “cheating” sanction be imposed. This sanction will be a 13/13 probation (see above). Further, the car will not be allowed to participate in another PCA Club Race until sufficient documentation is presented to the PCA Club Racing National Technical Chairman (National Technical Chairman) to indicate that the variations have been corrected.
C. Upon review of the National Scrutineer‟s recommendation, the National Steward will render a decision on applying the sanction.
D. Should the driver of a car under a 13 month probation be assessed another sanction, he will be assessed a 13 month

I got reamed by a scrut 3 or 4 years ago at the Barber race for not having my logbook in the car. I asked him to show me where in the rule book it stated that it had to be, he could not find it. Is this a fairly new rule?

The rule exists so that a scrut can make a note in the log book on the spot, without having to track the person down later. This is especially important at smaller races that have only a single scrut.

For PCA Log books must be in the car, I did my first club race at Gingerman, was sent to the scales after qualifing. Of course my log book was in the trailer, I got the talk from the scrutiner and spent 20 minutes while he looked over my car.
