Should have started right away with a BIG drill bit, and drilled the head off of the shank, just like you do with a pop rivet. Once the wheel pops off, you can grab the rest of the bolt and unscrew it.

I can think of about 25 ways to solve this problem without resorting to the sawzall. This guy needs to be sterilized, preferably with the same sawzall.
