Say I am a driver making 10 million a year, without a diffuser. My first instinct is to take out my checkbook and get some people paid to do it NOW if there is such an issue with "budget". Overtime, extra testing, new people, etc.

Even though they say so, this is not about money, but that comment is of course directed to Max since he is pushing with all the money saving changed, it's about time. Developing their cars to work with this double diffuser will take very long until they work properly and by then Brawn might be too far ahead (in points).
