BMWCCA has a similar 13 program, as Manny states. Up until recently, it seemed that there were relatively few contact-related or other incidents in BMW club racing, however. Over the past 6-9 months, though, that changed, for reasons unknown. There were several events with large numbers of contact incidents, and a number of 13's given out (although it seems that the folks caught up in another's running out of talent were often spared a 13 by some good steward judgement). There were also a number of 13's handed out due to some REALLY questionable calls during FCY's when folks pitted. And the latter has pissed off many, many experienced racers, from my observation.

Here is the NASA GTS Modified 13/13 Rule:

"The intent of the modified 13/13 rule is to provide some degree of protection against casual body damage and contact by careless drivers, but without excessive or blind rulings. Sanctions against offending drivers will be imposed on a sliding scale subject to discretion of the officials. An entrant can obtain a copy of a regions 13/13 rule at every event or via email from the regions GTS officials. Incident reviews and judgments will be heard by any combination of NASA Race Directors, GTS Officials and/or Incident Review Boards (IRB). Jim, this might be slightly off topic, but typically, what other cars are you competing against in GTS2(Brand, Model, Mods?)

Of the 13 GTS2 cars at Nationals last September, seven were F class Porsches. Two of these finished first and second. Third place was a former I class 944. This car has been lightened significantly, and the motor has been massaged. This guy is consistently one of the faster cars in the class. There were also 3 BMW 325's, a higher than F class 911 running extra ballast, and a VW GTI. Your car should do fine in GTS2. You'll be able to adjust power and weight to the limits of the class, and run bigger brakes and wheels which you can't do in PCA.

I'll be running my G car in GTS2 after losing some weight. I plan on spending some time at the dyno over the next couple of months to optimize the power to weight ratio. I'm also thinking about running bigger brakes just for NASA.

I would strive for an evolutionary, not a revolutionary change. Moving away from 13s for single car incidents, the 6 1/2 idea, or giving the stewards discretion all accomplish this goal IMHO. Propose the one with the best chance of being adopted. Its better to get a change that only gets to 50% to the desired end state (whatever that may be), than no change at all.

As someone that just came off of a 13/13. I hope there is a rule change to the NASA rules, but I don't think it will happen. I am trying to get my licenses back now. I also hope I remenber how to drive. That is the worst thing about the 13/13, no practice.

There is no NASA 13/13 program. There are 3 series that I know of that have developed and administer their own 13/13 program within NASA. I believe each of these 3 programs are different. The majority of NASA run groups are not covered by a 13/13 program.
