How much should I pay for this car?
I know the mechanic who built this car and have complete confidence that it is EXACTLY as advertised. I saw the car and drove it on the street and really liked it.

This is an immaculate car both in its physical condition and in its race preparation. It is essentially a "brand new" race car – it has had very little track time and is therefore not worn out. It has been prepared for Porsche Owner's Club Group JI/R7 and Porsche Club of America's Group F Stock class. It is ready to be driven.

I would guess $25K would be fair if the engine checks out to be excellent. Then I would put glass bumpers, rear spoiler and add a front oil cooler. I also wouldn't use the OEM passenger seat. Can't tell what the wheel/tires are..

Yup Rons got that right. Use the spec list to see if it has what you want and to compare to other cars but don't use it to justify paying more for the car.
What is you plan with the car? If I were to club race that car I would be looking to make the following upgrades:
-Full Cage (I don't consider the DAS bar to be race worthy)
-Fire system (but keep the hand held as your back up)
8x9x 17 or 18 wheels. The phone dials are good rains but are most likely 7's and 8's with spacers and longer studs. The better wheels are forged and are (arguably) stronger than cast Dials.
-Front oil cooler. I think it's the minimum required to protect your engine
-Front bumper to fit the cooler
-Rear spoiler of some sort
-Passenger seat of equal style as driver seat (minimum required by PCA)
-Various things like tow hooks, kill switch, cage/bar padding
For a well sorted F car I would pay in the low to mid 20's.
For a car that will need an engine rebuild sooner than later (like this) and the missing parts I mentioned I would pay $18k-$19k

I'm not ready for racing yet. Maybe in 2008. For now, I'll use it as a dedicated track car for DE's and Time Trials. The car is shown with spacers, longer studs, and the 16" 944 turbo phone dial wheels. However, I may be able to get the owner to throw in his forged wheels.

I would say $20k for the reasons that chrisp mentions - namely the car is not fully developed yet. That's assuming engine and transmission check out. There are several G stock and F stock cars on the market now that are fully developed for $20-25k.
I don't think the smart racing bump steer kit is legal for PCA F stock. You can use steering rack spacers though.

Does it have SSI exchanges or straight headers? If it has the stock system and you want to retain heat then SSI exchangers will run you $1k plus a new muffler and some oil lines. Headers and a muffler is about 1/2 that. Neither will pass emissions...but you can bolt on the stock system for the test.

Reggie, sorry I never replied to your email. I got real busy at work and forgot all about it. Sorry...... I actually think that car should be about $15K to $20K. If you want it for purely a race car, I would say to get one already prepped for a certain class, like the one on ebay listed above. The big plus would be that it would already have a log book history so that you wouldn't have to start from scratch.

Log book is nice and I wish I had one but I went through the process this year and it's not that big of a deal to take a car through the PCA approval process. I was in tech for about 30 minutes at most.

It looks like a nice car. If the motor has not had a full rebuild, take that into consideration. With 112K miles, the rebuild is coming, though in the case of my motor, it went to 178K miles before it was pulled. Carreras are great reliable track cars.
