While this most recent incident is very disappointing, I have to think/hope the track will be cleaned before PCA gets there. And PCA offers the best price for DE at the venue. Still too rich for my blood to be a regular thing.

+1, PCA definitely puts on the best show at COTA. 3 Days, runs like a swiss train, well behaved participants (except for mglobe when he's there). Price is best going...and it's three days. I didn't realize how much goes into making that happen, but getting a bit closer to the underpinnings and seeing everything that has to come together for a good event.....it's really a product of a group of volunteer's passion to put on a great event.
COTA will get the debris issue fixed in time, it really just needs some rain.
Have you heard some news about a plan to actually remove the sand/grit other than just waiting on rain and wind to get it off the track for good? Hoping you say yes.

They are not just waiting for the wind, rain and cars to get the grit off the track. There was a lot of effort put into cleaning the track with the jet blowers, unfortunately those efforts did not get the result they wanted. I am not in a position to speak for the track, but I know they are committed to getting the issue resolved.
