Who's the contact person at Porsche Motor Group that I should to talk to want to try and place an order for one? How long does it usually take to get one?

You will need to agree to run a full season of a pro series to get one. And even then lots of politics involved with PMNA. Best to work with one of the IMSA Challenge teams that have been running for years to get an allocation. You might find that buying a 1 year old car (like the Canadian car for sale here that was retubbed) is the path of least resistance. Getting a new one will take a lot of work.
