Yes, the potentiometer movement and the spring rate will allow you to determine downforce (approximate), however, the track needs to be very smooth or the shock movement will be too "noisy" to get good numbers. If you are doing that test, I'd re-zero the shocks on level ground just before the run, to get a good reference.

What the pots can measure is movement. I have thought about installing load cells in some appropriate place to measure the actual force. That said, find someone who understands signal processing, you will probably develop a bias term which should be the actual change in ride height. I will be looking at that myself, when I get off my butt and will let you know when I figure it out.
There is Jorge Segers who is pretty close to you - the author of the page I sent out - https://sites.google.com/site/jorgesegers2/ who has done a lot with race teams and is a top notch data guy / engineer who can probably point you in the right direction.
