That's a Classic symptom of either a failing master cylinder or air in the lines.

Does the e brake apply itself at the same time you are pressing hard? This could be the "hold" feature.

I've been told the hold feature isn't actually done by the brakes, but is internal to the transmission, which is why it take some power to overcome the hold and you can feel it release.

Both of my 970 Panameras have done this from day 1. My guess is there is a pressure relief somewhere. You can press hard, sinks a bit then stops, then press hard again sinks again.
