It's actually an animated GIF image, which is treated like a single image file, but has multiple frames when played back by a supporting application.
If you right-click save the image, and then open it in a web browser by itself, it'll show the animation, because it supports the animation portion of the GIF format. Some email apps, on the other hand, don't.
Applications that don't support the animation part will typically just show the first frame.
