HWFMR statute......
does anybody know what it says about re-instating "retired" members?
It might be a complicated question, but the HWFMR constitution should easily resolve the issue.....
In the event of a non-response, the answer will be clear.....

No member has ever retired from HWFMR. Many have re-tired their cars. It happens when one has gone so slowly for so long that the tires crack and must be re-tired.
There is no HWFMR constitution. I suggest you write one and submit it for approval.

As far as me writing anything....... I think I already wrote probably too much..., if you know what I mean.......and at this point will remain.......silent sort of speak....... (if that is at all possible)......

This may require the BT to call together a Constitutional Convention, or not, which might not really ever meet or have any members, or might. IF there were such a gathering, it would likely include those from the Philadelphia area for obvious reasons (OK, that may need to be explained to some).
