I think it is a Little bit of lack of Power too, and in the morning at cold start, 0 degrees, the car shakes and it s working a Little interrupted, But this happened before that fault appeared. I had this on my new 2024 Cayenne a couple of weeks ago. Didn't notice a loss of power. The warning disappeared after engine restart. Dealer checked it and said "no error codes in flash memory". Whatever that means.
As noted above, it may be due to a myriad of issues. I guess, in my case it was a loss of pressure (I did opened and closed the gas tank cover after the warning and before engine restart).
Turbo Underboost. The charge pressure sensor is telling the ECU the boost pressure is less than desired. Could be as simple as a leak in the air piping. Might be a bad diverter valve, Or it could be a failing turbocharger or waste gate.

what did you end up doing? Was there a way to fix this issue?
I just took a 1200 mile roadtrip and had the exact same symptoms as I started up this morning in 18deg temps. Codes came in at about 100 miles after starting my travels. Scanned it when I got home to see this code. Performance was down a little but highway driving.
