Default Cellemetry Communication box?

While replacing the air suspension relay, I found this little box tucked in under the driver's side dash.
It looked like it wasn't active, but it had a bunch of wires going into and out of it, so i didn't want to play with it...
Is the government spying on me?

Of course they are spying on you but I would imagine that box is for a built in phone that just needs a SIM card.

To help recover stolen vehicles. I've used them once when thieves broke into my home, stole my keys and heard them screeching away in my Audi. Told the police my car had LoJack, they managed to find it with minimal damage parked up (I'm guessing it was going to be parked up and if there a few days later it would have been shipped offshore or broken down for parts). It was pretty cool to be on the phone to LoJack and then relaying that onto the police as to the location :-)
