It's under the dash, above your left foot as mentioned, it's exposed, no cover, facing downwards.
By design, the OBDII scan port is always within a convenient radius of the driver's seat.
It should have a cover -
BTW, unless there's a waver, the OBDII connector must be within 24 inches of the steering column. I have no idea where that reg came from....
