Graphic shop that does car wraps or boat applications. The Vancouver guys showed it to me and it works great.
http://www.prismvinyl.com/ is a local shop in Seattle. They wrap cars for the Patron series. I am sure there is someplace near you on the Island

I made a color copy of my plate and reduced it to 80% of the original size. A local sign shop here in Maryland was able to use the copy as the basis for a stick on plate. They had plastic film with the same texture and color as the plates used here in Maryland, and my stick on plate looks like the real deal. Getting the stick on applied was difficult with the dual angle of the front bumper (curved horizontilly and vertically), but heat from a hair drier allowed me to stck it on without wrinkles. Cost was $80 for the graphics work by the sign shop, and $30 for the stick on plate.

they look nice and most get away with it but I understand they are illegal strictly speaking in most places. Please check your appropriate motor vehicle act.
For BC.:
(1) Each number plate must bear the licence number of the motor vehicle or trailer for which it is issued, and shall be of a material and design determined by the Insurance Corporation of British Columbia, and is and remains the property of the corporation.
(2) Instead of issuing new licence number plates, the Insurance Corporation of British Columbia may issue,
(a) in any year, numbered decals to be attached to previously issued number plates, or
(b) for trailers or semi-trailers that are licensed and registered under section 6 of the Commercial Transport Act, non-expiring decals to be attached to previously issued number plates.
(2.1) The decals referred to in subsection (2)
(a) must be of a material and design determined by the corporation, and
(b) are and remain the property of the corporation.
