Replace the control valve next to the disc valve-check that the disc valve moves(by hand)and it's not leaking while you're there-
This issue was not caught by many dealers performing warranty and CPO repair. I read posts from around 2010, and there were many needless thermostat replacements, even a disc valve replacement WITHOUT replacing the control valve, which did not solve the issue.
So the best thing do is go directly to that control valve, test it with a 12 volt source. If it doesn't click/move, it's dead.
As mentioned by PM, but posting here for others, those control valves somehow started failing. The 997s have 6 of them if I recall correctly, and 991s use 8 I think.
Under warranty, 991s ended up getting all of them replaced-I suppose dealers want to get it over with instead of having cars coming in to replace additional ones.
So since that one is relatively easy to remove/test, I recommend starting with that, and it should take care of your issue
