California Driving With No Front License Plate

Have Driven cars in CA w/o front plate since 1987. Two citations added to parking tickets. Had to put front plate on and show local police (Walnut Creek) to avoid fine. One speeding ticket in 2007 CS2 about a year ago; no mention by LEO (CHP) of lack of front plate.

Most LEO's are also human. No need to give you a license plate ticket when you are already getting a speeding ticket.
Also, from what I have seen and heard, they often lower your 'actual' speed when writing the ticket.
