40,000 is like a 20,000. Replace oil, filters, fluids (brake) and then inspect a bunch of things. The next biggy is the 60,000 which finally calls for new plugs.
Based upon the materials going into the 40,000 job figure materials at about $400 and then some labor so figure at least $600.

At 38K miles (close enough) & 4 years, I also had the spark plugs, air filter element, coolant, transmission oil, accessory belt & cabin filter changed out. All up, at an independent shop, about $1500. Cheap insurance & confidence that all is well. At 40K, based on my experience with the car, I would also have the battery replaced.

Unless there is something really "special" about Porsche spark plugs, I cannot imagine this is anything above marketing and just plain overkill.
One mans $.02, take it for what its worth (probably nothing these days with recession).

The manual actually calls for plugs at 60,000 miles or 4 years of service. I am electing to do mine at 60,000 miles--per the book.

I would lean towards your thoughts that 4 years on a lower mileage car is excessive for a plug change.
