Default Front Bumper part missing ?

I've been in the market for a 997 recently. I've seen a mixture of 05, 06 and 07's. On 05 and 06 cars I noticed a black plastic lip that's about 1" high by the width of the car. It's located about 18" to the rear and between the front wheels. On both of the 07 cars I've seen, this lip was not attached. Do you think this was eliminated in the 07 model year or have both of the cars I saw had a meeting with a curb? Can somebody take a peek under their 07 and let me know if it's actually there?

Many drivers knock these off in short order. They are a vital part of the air flow of these cars. I actually have a spare because I found it in a parking lot where a lot of doctors park. I protected mine from being dislodged by adding a protective piece.

Can I ask a stupid question? I've never actually looked under my car but is that hole just ahead of the passenger side front tire supposed to be there or is there supposed to be something filling that area?
