Turning PSM odd on last auto-x during rain immediately resulted for me in a gracious 390 degrees spin. 
But later, yes, it allows to drift like crazy. A lot of fun. Still did not help me much to improve time as I still probably trying to fly through wrong course, but, well, difference was very noticeable.

Three Wheelin'
That video demonstrates the amount of fun that can be had in a GT3 where PSM is not available; however, keep in mind that this driver has skills that most of us can only dream.
