As long as the tail lamps (bulbs) are red and that the red lens is reflectorized, it is compliant with DOT.

So is the red engine lid strip on the MY2009 C4 now going to be clear on the MY2010 with the clear tail light option?

That's why its an option, if you don't like it don't order it. What's the problem here?

Here's a photo of the new 997.2 clear tail light option XXG. It should be available for builds starting September and retrofits some time thereafter.
