Lots of states do the 'red light camera' deal without front plates.

Be very careful about attempting (as Leader points out) to drill into the BOTTOM area as you will grind it off in no time. From a front left quarter, you can see how low mine sits, yet it never gets close to contacting the road, even during dips. The skid plate takes the brunt of the impact.

I am going to make the mounting bracket out of 1/8" aluminum sheet with an approximate 90 degree bend up at the front. The bottom holes of the license plate will bolt to this "front lip" of the bracket. The plate will sit in more or less the same location as the one in Edgy01's picture, maybe slightly higher. This means I will only be reducing my ground clearance by approximately an 1/8".
