Well, believe it or not, it was not obvious to me, and I dare say not obvious to anyone else.

Now if you had said something like "To ban or not to ban" -- that would have been an obvious reference to the Bard, or "The poster doth protest too much, methinks." But not seeing quotation marks around what appears to be a paraphrase or a modern translation (I take it that's not a literal quote as it hardly appears 16th century) I assumed it was yours, hence my reaction.

But pray tell, where can I find this obscure - I mean obvious - reference? But, yes, I digress. Let's focus on the heart of the matter.

I'll give you points for looking up the dates of those plays, but you should have cited only one, as it is highly unlikely that the creative Bard would have used the exact same line in more than one play.

In the interest of education, it should be pointed out that the line that comes closest to your post is the one found in Antony & Cleopatra, Act I, Scene II, Verse 97, where a messenger is speaking to Mark Antony:

MESSENGER: The nature of bad news infects the teller.

Now that, of course, rings true. But your "It is an immutable law that the messenger always gets beheaded." unfortunately does not. Why not? Because the messenger could be bearing good news.

But you get partial credit for believing that to be a quote from the Bard.

Yes, back to the heart of the matter.....

From the 4th Century to the 16th Century.... sounds pretty immutable to me.

Does that make "Willie" a plagiarist (twice). It was his wont, you know, to use the same reference in multiple plays.

No worries guys.
The "Banned for Life" title was an honorary title given to me by John D when I was a little outspoken about someone else's ban. It was meant in jest.
I haven't been banned for real although I sometimes think about intentionally doing it so that I can pursue other things in life!
