Look again. The seller doesn't have any sales at all. He has 100+ purchases,--Obviously, this was a stolen eBay account.
Avoid at all costs. It should be reported to eBay.

Proly a phishing scheme to collect personal information. The seller is very interested in preapproving the potential buyers while ebay has no notion or preapproving AFAIK.

Typical scam. Ebay figures these out in a couple of days. The giveaway is: "Note: This listing is restricted to pre-approved bidders or buyers only." You email him and he emails you back something like this:
"Thanks you for you interests in mine cars. I is hurry to immediately sale. Please you send me you name and address and I ship cars to you on cargo. You no pay until after car received. Free ship as I am hurry. Thank and let me know please."
He wants you to pay a "tax" or something ridiculous. These idiots must find suckers somewhere, though.
