tbh i feel that there is some room for improvement in the the rules / scoring scheme - the late submitter had an advantage over the early submitter because he has seen more up to date bids, ideally the score earned by the winner should be adjusted based on the time of submission - earlier submission will get higher point compared to late submission... but i get it, we probably don't want to make this too complicated...
