I had the same issue and ultimately was able to punch the studs out. It was a PIA.

Update:
I was able to take off the bolts by drilling them out using Car Fanatic / dc2000 trick on his video below.

No other methods worked with me period! hammering it with punch didn't do ****. Bolts were rusted to the point as they were welded.
If you ever be in same situation, don't waste your time and just drill them out. These bolts are Pain in the ***
