The concern of high boost at low rpm from an overly aggressive tune may be what he was referring to, however cruising around at 2500 isn't going to smoke your engine. Just drop a gear when you stomp it.
GT-2 gearing helps too, 1st is good for sound quality around city, and 2nd is cocked and locked anytime you're in the mood.

The owners manual often indicates minimum and maximum RPMs. Mine says to keep it above 1,500 (99C2). I rarely drive below 2,000 though. I would not put the hammer down below 1,500, even if completely warmed up and I wouldn't cruise along all day at 1,500. You're not going to do any real damage if you do, but you're not doing the engine any favors either.
I actually try try to keep mine between 2000-3000 and regularly excerise it above 5000 on occasion.

Exactly why I swapped to GT-2 main 1,2,3 when I had transmission rebuilt. This is one of the best mods, totally transforms car. Even better when paired with turbos that provide a much wider power band, thanks Kevin!

On cold start I don't drive until the RPM drops from the initial start RPM (air pump shut off). Once driving I keep the RPM below 3000, and stay away from aggressive throttle applications, until the oil pressure is less than 2.0 at idle RPM.

The 3000+ came from the old aircooled days, cylinder hot spotting from low fan/air speed, additionally would generally be lugging due to low torque output
they are harmonic considerations still with GT1 engine but you don't need to be revving the crap out of it in low torque situations either
