All those electronics are done. Fixable but will be a write off or should be

Have a house in rockport, so I feel your pain. Left a whole house and 2 cars. No updates as of yet, but looking at the videos online it does not look good. House was directly in the eye 300 ft from the coast.

If the water is up to the seats and inside the car the car's a total. All the interior is shot. Seats. Carpets. Security module. Cabin wiring harness. Door hardware/electronics. Heater/AC system. Possibly the dash. All pedal hardware, electrics, E-Gas.
Likely the exhaust system is full of water and this makes the turbos suspect. Maybe the engine if the water got high enough to flow into cylinders with open exhaust valves. The engine wiring harness is shot. (Engine drop is required to replace this.) The converters and O2 sensors are shot.
Brakes are shot. And so on. A total loss.
Negotiate for a good settlement -- be able to show you gave the car extra TLC and servicing -- and take the money and let the insurance company have the car.
Sometimes fate has a car good for nothing other than supplying spare parts to help keep other cars on the road. This Turbo S has become that parts car. Unfortunately with the flood damage about the only items of any salvage value would be the sheet metal and head ligihts.

My heart goes out to you and your family. Please remain positive through out what's ahead. I was effected by hurricane sandy in a terrible way. Cars can be rebought and things can't be fixed. Your family, you and everyone's health right now is top priority. If I may offer some advice though, start throwing things out now. Mold grows very very quickly.

I have no clue how to deal with flood damaged cars, but I have come across some interesting sales of 996 turbos with prior flood damage, indicating that the value of a flood vehicle is not next to nothing.

Unfortunate, personally I'd have a hard time trusting the reliability of any vehicle with flood damage no matter how 'repaired' it was. If you can get a good deal on buying it back though it would likely be worth doing.
