This is the first thing we guessed, being in the wheel refinishing business for over 16-years this was the best guess we came up with. Outside of this our next guess if not this would be a random shopping cart or cart from somewhere like Home Depot but the car-wash in our experience was the most common with this sort damage.
Just looking at some outside input that makes sense...

Actually we offered to refinish the wheel for him again (at the reduced rate we offered the first time around) we also will perform all tire services free of charge.
Retail would be $150 refinishing + $30 tire service (dismount, remount, road-force balance and inflate with nitrogen. So $180 retail.
We offered $100 total to redo just to help out... customer still expressed disappointment...
