I broke down and brought the car to an indy shop. In their initial diagnosis I learned the part I replaced was defective, but they are still working on tracing the short. I'll report back when they find it.
That tone tool idea is great. I have one of those that I used for telecom work.. good to see how I can re-use the tool for automotive wiring checks in the future.

The pic below this shows where my reed switch was part of the problem. For anyone coming upon this thread do yourself a favor and INSPECT this when swapping out the 996-201-143-01 Fuel Line Vent Valve.

The Fuel Tank Vent Valve they were able to test as being defective. Downside is since I have a Carerra 4 the front end has to come down for them to get access to the gas tank to replace the part

Glad to read of a successful diagnosis. If you are pleased with the work by your Indie, you might publish their contact info here to help others looking for help in your area?

They don't specialize in just PCars, but every time I've been there I've seen no less than 4 that were in for service..
They do have a lot of experience with them though.
I was turned on to them by a friend.

The defective part photo looks like it had a short and overheated badly. In theory the E6 fuse should have blown long before the part softened and bloated with heat ?

That's what the shop said too.. I'm not sure what happened...I remember looking at fuse E6 originally and it wasn't blown (way before I changed the original valve). I'm wondering if I had a defective fuse somehow...once it blew then it consistently blew though.

He had to take down the front axle. I think he said it was required for C4s.
