Burnt out turn signal bulb?

It appears that my left side turn signal bulb has failed. Problem is I don't know if it is front or rear. On my dash the left turn arrow is lit up solid. Is that what happens when a bulb burns out? Or does it indicate electrical issues?
Is there any way to determine if it is the front or rear bulb without removing the light enclosure? Or is that the only way to do it?

I waited a few hours and now both sides work normally.
When it wasn't working, both the front and rear lights on the left side were not flashing. I assumed it might have been the way the system works when a bulb burns out. Obviously not.
Now I have to believe there's a contact issue. It was raining today, so maybe the high moisture content caused the issue?
