OP: Is that white angle iron running around the perimeter of your garage about 4 inches off the floor? It appears to be level with the house floor, does it serve a structural purpose?

The lower part is, I believe (I did not see the house in the construction stage), a pressure treated 2" x 8" which is the base plate of the exterior wall. The base plate sits on top of brick. The wall studs are 2" x 4" so the horizontal painted part you see is approximately 2.75" of the base plate that is not covered by the wall. The vertical part is a 6" high decorative base board which was used throughout the house. The builder painted the exposed base plate to match the base board.
Let me know if this does not make any sense. If not, I'll try to get a close up pic tomorrow.

That's cool. I did the epoxy thing a few years ago and for all the prep work and application find that it's lifting. I'll probably go with this solution.
