I checked the fuses, they're ok. The high beam and blinker works.... I don't understand.
The bulb I took out was definitely burnt although that one was not too easy to get out, I wonder if I may have damaged the connection somehow in the process? The bulb I put back in is as seated as I could possible seat it.. I did not touch the new bulb with my fingers, I used a paper towel to handle it.. I don't know what else to check.

You might try swapping the new bulb into the working headlight to confirm it's good. If it is then you at least know the problem is isolated to the other headlamp assembly and it's related components.

Just to be sure by "seated" we also mean the actual headlight assy into the fender brackets/and multi-pin socket.

Yes I understand If the whole headlight assembly wasn't seated into the fender... I doubt any of the other lights would work .. right?

Either way... I figured it out! The power wire to the low beam bulb (the one I replaced) got loose in my rigorous attempt (why are they so hard to come out?) to remove the old bulb and wasn't making a proper connection. The 3rd or 4th time, I lost count, that I inspected everything the wire just fell out.. so I shoved it back in and hoped for the best. I assumed it was a failed attempt and that this needed repair but I put the whole thing back in the car anyway and low and behold it works now. It might only be until I hit a big bump and the wire shakes loose again, but we'll see. It felt like it was in there pretty good, I have no idea. But that's the cause anyway. I'm no electrician so I cannot repair this myself, so if it does prove to need repair I may need to find someone to fix it, I'm not sure this is a part that I'm going to be able to just replace.

But I do want to say that I bought the Silverstar Ultra (I don't have xenon, am I the only one?) and they are so much brighter and whiter than the OEM, that I had to replace the other one too to match.

Thanks everyone for all your help and guidance. What I thought was going to be a simple task turned out to be such an ordeal. Geez!

But aside from the aggravation You two BONDED

If the wire gets semi-loose (intermittent contact) it could cause spikes that would pop the bulb again.

FYI just in case fuse list from 2003 cab:
