The bolt/screw that holds the plastic piece in place keeps spinning, but won't unscrew. Any ideas of how to get the screw out?

Just pull hard on the screw with channelocks. The screw thread is set inside a rubber wellnut. You will need to buy a new wellnut and screw.

Also it's longer than you would think...but I could see it working up when I unscrewed it. Here's the diagram.

You can glue the nut/rubber part to the body when you replace it.
The fine threads of the screw seem to get corroded and break the nut loose when you unscrew it so the nut keeps turning.Cleaning the threads helps+don't over tighten it.
