Supply and demand theory at work here. Smaller suply, higher cost even if the demand stays the same.

I have a 2002 C4S with halogens. What if I bought OEM xenon headlamp assemblies for 2002+ 996's, will I be able to get self leveling to work on those?

No. As Programmatore mentioned earlier in this thread, the factory-installed lights depend on two ride height sensors: one in the front suspension and the other in the rear suspension. The add-on kit doesn't include the sensors and the control unit probably doesn't include the capability to process the inputs from the sensors even if they are added.
