Default Rear inner fender liners

This may be a dumb question, but here goes. I have a 2003 Carrera Cabriolet and the mufflers are exposed in the rear fender wells. Is this correct or should there be a rear fender liner? There is a front fender liner in the rear wheel wells, but not a rear one. Thanks.

No inner fender liner, all exposed under there.

There are outer heat shields, but this is what you get. No fender liners.
