Everyone has their own opinion about this. I can only tell you mine with my specific situation. I work as a mechanic so i have free access to a lift. With that being said, i have had my exhaust out a few times, both my stock exhaust and aftermarket stuff. I have never had the rear bumper off. That being said, i can see where it would be easier to access stuff if you are doing it on jackstands at the house. But it is not at all required to remove the bumper.

I'm not sure that they understand the impact of not responding to this kind of feedback. As a buyer it is disappointing. It appears to me that you are trying to be objective and fair regarding your assessment.
Would you go in a different direction knowing what you know now?

i will add that this seems to be the norm nowadays. I had first reached out to Fabspeed even before i created this thread. They never even responded until after i had ordered, recoeved and installed the top gear parts. Thats pathetic. I also had the same issue with my coilovers. I ripped a sway bar bracket off of one of the rears (obvious bad weld from factory). I sent an email to the company (i was 2 weeks out of warranty). They did warranty them. But the communication was horrible. And i was in a time crunch as i had a HPDE scheduled for 2 ¹/2 weeks away. They told me there was no way to get them on time as they had to come from overseas. I offered to pay for over night shipping but was still told the lead time is what it is. I had to remove my old one, have it repaired and reinstalled. The gut punch was even though they said there was no way to get it before my hpde, i recieved it in the mail a week prior to my event. Nice of them. But crappy communication.

I personally have had Zero issue with my Top Gear 200 Cell X-pipe and cats. Fitment was great, quality is great. Currently running without any codes for past 6 months. Huge improvement from sound perspective.

I just received my TopGear x-pipe 200 cell sport cats, but haven't had them installed yet. Upon inspection the welds and quality appear good. I was surprised they arrived from the UK in 4 days.
Probably won't get to putting them on until next month. I'll be replacing the-X pipe cat bypass.
