BmacIL, swap your low speed fan relays (from left to right) and see if the issue switches sides, too. You can also switch with the high speed relay.

Change from 996 to 997 it seems. Likely fan is stuck (debris) or dead. Outside chance something wrong with the control unit, but very small chance.

There is no control unit. The DME tells both relays to engage at the ssme time. The fan resistor is probably bad. It's mounted next to the fan motor.
