An alternative approach to Front License Plate mounting
Many years ago, a Lotus 7 where I worked had its front license plate mounted directly on the radiator. This was a CA black plate and the owner had dremeled out all the black portion of the front license plate, removing 90% of the plate. So much of the plate wasn't there that the remaining didn't reduce the airflow to the radiator by more than a few %. The Yellow numbers were visible from directly in front of the car, which sufficed to make it legal.
If you have a 911 without a 3rd (Center) radiator, try stuffing it in the center section. If it can be seen from the front, it should be legal, but you might want to check your state's DMV regulations to be sure.
CA VEHICLE CODE - DIVISION 3, CHAPTER 1, ARTICLE 9, § 5201. (a) License plates, including temporary license plates, shall at all times be securely fastened to the vehicle for which they are issued so as to prevent the plates from swinging, shall be mounted in a position so as to be clearly visible, and so that the characters are upright and display from left to right, and shall be maintained in a condition so as to be clearly legible. The rear license plate shall be mounted not less than 12 inches nor more than 60 inches from the ground, and the front license plate shall be mounted not more than 60 inches from the ground
