99's and 00's offer the best bang/buck
While it can easily be argued that later models 01-05 have many great improvements that are worth the additional cost, it's hard to argue the economics of the early double roller IMS cars from 98-00. There aren't many left, but they are still out there at well under $20k.
It's possible to buy a clean one, still, and take the approach of not doing any proactive repairs and only perform routine maintanence to get you driving around in these cars for very little money, thus offering high value.
For example, one could argue that just leaving the IMS alone in these cars is doable. Same with the water pump, AOS, RMS, or any other component that is somewhat prone to failure, but still not common.
I bought my 99 in December and have decided to only perform minor, routine, repairs and maintenance. The only item that has failed so far was a window regulator. Fluids have been replaced only because I wasn't sure if the previous owner did so. Fister exhaust mod was done, but everything else on this car is original.
I'd argue that the 98-00 should be the most desirable examples since they can be acquired for less money and are less prone to the IMS issue. So I'm not sure why this hasn't caught on yet - you would think they would carry a premium or will carry a premium at some point in the future.

Three Wheelin'
People like different things about both model years. Not sure what there is to catch on about. Buy em, drive em, enjoy em. All there is to it. Bang for buck is anecdotal, I paid more for my '00 than some spend on a prime 01+ C4S.

I purchased my '99 C2 in 2006 with 35k miles on it. I'm the third owner. I'm also on my original IMSB but have replaced all 4 rotors and brake pads, coolant tank, air filter, cabin filter, 4 tires, water pump, spark plugs, oil and filter(every year),MAF,antifreeze, one front wheel bearing,FisterD exhaust, and MO3O suspension, new battery. I now have 75k miles on my Porsche. After 11 years my '99 Porsche has never let me down and continues to be a very reliable car.

Love my '99 which I purchased in 2003. Unfortunately, I now just use it as a summer car and put a few thousand miles on it. Still has original IMSB, but I manage to put in a couple of thousand dollars in maintenance annually (steering wheel contact bracket, new horns, routine oil/filter changes, window regulator, etc.). The rawest feeling water cooled 911!

Pardon my ignorance: early '00's have the dual row IMS, while later '00's have the single? How do you tell the difference?

I don't think I want a bang for a buck. Even if it is the best one.
