I'd argue that the 98-00 should be the most desirable examples since they can be acquired for less money and are less prone to the IMS issue. So I'm not sure why this hasn't caught on yet - you would think they would carry a premium or will carry a premium at some point in the future.

While it can easily be argued that later models 01-05 have many great improvements that are worth the additional cost, it's hard to argue the economics of the early double roller IMS cars from 98-00. There aren't many left, but they are still out there at well under $20k.
It's possible to buy a clean one, still, and take the approach of not doing any proactive repairs and only perform routine maintanence to get you driving around in these cars for very little money, thus offering high value.
For example, one could argue that just leaving the IMS alone in these cars is doable. Same with the water pump, AOS, RMS, or any other component that is somewhat prone to failure, but still not common.
I bought my 99 in December and have decided to only perform minor, routine, repairs and maintenance. The only item that has failed so far was a window regulator. Fluids have been replaced only because I wasn't sure if the previous owner did so. Fister exhaust mod was done, but everything else on this car is original.

Stop telling these people lies! The 99s are worthless, horrible, awful, seriously the worst.... (You'll drive up the prices and I won't be able to buy another one cheap to canablize when my engine inevitably explodes for glory)

This is kind of unsurprising news, but the first time I've seen Hagerty put this notation in their valuation tool guide for M96 based 996 cars.

Right now, there are QTY (45) 1999-2000 manual transmission 911s listed on cars.com that are priced under $20k. And 4 of these have under 50k miles, while quite a few others are well under 90k miles.

My 2cents
The Haggerty price guide seems realistic. However, there are two important "differentiators" for Good 996s...mileage and mntce. records.
The presence or absence of mntce records will swing the price +/-$2500, and low mileage examples (less than 75K) are becoming scarce.
Hey...these 911s are now almost 20 years old! Hence, 100K miles would be considered Low Mileage by most measures.
