The faster track times are attributable to both optimal wheel and tire size for the 993tt suspension and the Hoosier has more grip which transalates into more confidence for the driver. Your theory that the smaller tire wheel combination feels better is most likely the result of how your suspension is tuned and how the car is being driven. Here is the testing I've done on R compound tires and slicks with the same suspension and driver at WSIR. These are best average times.
Pirelli Slicks 245/305 on 9 and 11X18. 1:27.7 Hoosiers 245/305 on 8.5 and 10.5X18 1:28.8
Pirelli Corsas 235/315 on 9 and 11X18 1:29.9
Pirelli PzeroC 225/285 on 8and 10X18 1:32.4
Kumho V700 245/315 on 8.5and 11X17 1:33.8
Michelin SP C 225/285 on 8 and 10X18 1:33.2
Bridgstone SO2 225/285 on 8and10X18 1:35.1`

You can drive the Corsa and MSPC on the street but the Hoosier is a nail magnet and just not up to street use. Otherwise who would't want the fastest.

sorry for the late post.... pictures of the crashed 993 are located here. Im a few years older and wiser but I still have a 993TT (not the same one) and tires still are very important to me!
