Have come across a few 964 and 993, and given their age the PPI usually indicates that it should have the top end done for what ever reason. More less circumstance of age.
A 993 turbo parked for 2 years is not good by any means.
I have no idea what it has to do with the valves but It is not uncommon that they want to be done.
The Turbos with mileage and driven can sometimes be the better buy.
Parked cars might command a premium but it really sucks if it requires engine work from sitting too long only to run the purchase price up after the fact.

it would be good to know exactly why the shop doing the PPI thinks that at top end rebuild is required. They should detail the reasons why.

A car that is not used, and even remotely well stored is not going to need headwork as the result of non use.

Long term storage has other impacts for sure on the entire car, I have no issues with that argument.
I have a big issue stating there is a correlation between storing a car and valve guide wear. Valve guides will not wear if the engine is not run - period.
Valve guide wear happens when the engine is running - but the degree that it happens varies widely with LOTS of variables, like trip lengths, driving style, oil used, temperatures, etc. There is a lot of variability on how much wear happens between different cars, but never variablity on cars that are stored - its zero!

Given the ago of these cars, top end jobs are not uncommon, but due to age not being parked.
Im just rambling on about how parked cars tend to need alot of work along with a possible top end to rub salt in the wound after purchase.
