It’s in my best interests to have the Porsche tuned in US, as it save me money and time… Ruf tuning in Germany cost more, like the add 16% tax on all parts and over all Porsche auto work cost more. Then there exchange rate. I work for the DoD and yes I can file tax form to get the 16% tax off, but in that case it cost me my time. I’m only in Germany 2 months out of the year, and that’s time spent on my daughter and girlfriend. The next few years this project is something I like to accomplish while I’m working here in Iraq and have the Andial waiting for me in Germany when I take leave.

More impetus to avoid doing the work in Germany; I think their MWST is now 19%.
Having seen 184 (or was it 186) in my car (turbo S front and rear spoilers) at a Vmax at Bruntingthorpe I'm not overly excited at seeing the far side of 200. Search for old posts by tb993tt (he may well be along shortly); he has loads of experience with what does and doesn't improve the car's stability at those sorts of speeds. Also interesting to read his comparison on the difference between the 993tt and Carrera GT at the 200 mph mark.

After reading many post, on aerodynamics of the 993 on vmax... I'm leaning towards RUF body kit, aero mirrors, sunroof delete. Still undecided on rear wing (turbo or turbo s) and finding the right wheels.
RUF AUTO US returning my email quickly and enthusiastic. Give good quote on paint job ; "To do a complete and correct color change on your 993 could be up to $8000.00, that would be glass out, jams, trunk, engine compartment, truly replicating what the factory would have done". and the enthusiastic part "Hope that helps you, let me know, winter is coming (at least up here!) and this is a great winter project for us".
Still waiting on reply from RAC if there interested in my project. I should see real quotes by next week from both tuners.

As far as RUF goes, It's a really nice body kit (although I'm biased) but most of the parts needed are not available anymore. About two thirds of what's in the RUF parts programme for the 993 is not in stock any more. They have the possibility to produce it but the demand is just too low thus the cost per part produced would be too high.
If I was to do the "full monty" and I was in your shoes, I would consider a full blown GT2 build, such as Spartan, fredcalero, Full Boost and others have done here on the forum. If you are going to change the color of the car and removing the sunroof, you might as well cut into it . GT2 kit looks fantastic and suits the internals of your car . You can sell the front bumper with the TurboS lip and the BBS LMs to offset the cost somewhat. GT2 look-alike with BBS e88s in Mexcio blue, now that would be something

A very big bargain!
I payed more only for the outside!
Ok, i delete sunroof and raingutters and that was a lot of Euros
but if i reduce to the paintjob, the paintjob alone was over 6K Euro (round about 9K USD).
For a complete stripping and a perfect paint job in- and outside the car,
8K USD is really small dollars...

Update
Small update, the 993 is on its way to RUF in Southfield, Michigan.
I will cut back on color change, deleting the sunroof, and keep the 993
polar silver.
However I will be going though-
Complete RUF body kit, front, rear, side and mirrors.
The transmission aspect of your project is potentially going to
be the most costly. The mileage of your 993 would deem that not just
changing ratios to attain the top speed I want, but what other components
would RUF want to consider replacing due to the mileage/age of the car:
synchros, bearings, clutch.......really makes the project a bit open ended.
The project is starting soon
