How can one determine if both turbos are operating at the same efficiency/output?
Does it even matter as long as you get a full .8 BAR boost indication?

You need to use compressed air and a very accurate regulator/gauge, and measure the travel of the wastegates. The threaded rods are adjusted and equalized. Note: As our cars are getting up there in age, the diaphrams do stretch. When you rebuild your turbo's make sure the shop corrects this...

I saw that procedure in the shop manual. I was wondering if there was a dynamic (engine running test) that I missed.
If both turbo outputs feed the same plenum I guess it doesn't matter that much...

Throw your car on a dyno to check your HP. Checking your turbo's should be done when you do a oil change. Pull the intake air tubes to the inlet sides of your units and check for oil and excessive play... Also, do not shut your engine down hot... You will kill the life of your turbo's..
