A liberal amount of WD-40 etc, placed on the donut prior to install, allows easy adjustment post install too.

I had the same issue when replacing my muffler tips. If I remember correctly, I removed the bolts from the clamps. I was able to spread them apart by hand and they held that way by a detent on the muffler flange itself. I placed the donut between the flange and held the muffler tip to it. Then I was able to "snap" the clamp into place. I then installed the bolts, positioned everything and tightened the clamps.
